Delivering Coolness, Health, Support, and Services — Shenyang Disabled Persons’ Federation Carries Out “Four Deliveries” Campaign

Delivering Coolness, Health, Support, and Services — Shenyang Disabled Persons’ Federation Carries Out “Four Deliveries” Campaign

“Every year when the hottest days arrive, the Disabled Persons’ Federation arranges doctors to apply therapeutic plasters for us. It’s such a blessing!” said Ms. Wang, a visually impaired resident of Rongle Community in Dadong District.

On July 20, reporters learned that the Shenyang Disabled Persons’ Federation mobilized the city’s “Love Without Barriers” Volunteer Service Corps for the Disabled to launch a citywide campaign themed *“Delivering Coolness, Delivering Health, Delivering Support, Delivering Services.” The initiative aims to provide thoughtful summer services for people with disabilities, allowing them to feel society’s care and concern during the scorching season.

Delivering Services: Warm-Hearted Care for the Blind

July 20 marked the official start of the dog days of summer. The Dadong District Volunteer Service Team for the Disabled held a “Healthy Public Welfare Action” in Rongle Community, Jinqiao Subdistrict, offering warm-hearted services for the blind. Over 100 visually impaired friends from Heping, Shenhe, Tiexi, and Huanggu Districts participated.

The event was lively and bustling. Volunteer barbers skillfully gave haircuts, bringing cool relief. Medical volunteers measured blood pressure and blood sugar, offering tailored health advice. Particularly popular was the application of traditional herbal plasters (Sanfu tie) for seasonal body conditioning. “The Federation really thinks of everything—we get this service every year,” one participant said with gratitude.

Art volunteers gave performances, including a stirring recitation of <The Monument of the Nation>, paying heartfelt tribute to heroes. Meanwhile, 20 young volunteers painted colorful and imaginative scenes on tactile paving, drawing the attention of passersby. The children said they hoped their efforts would make travel easier for visually impaired elders.

As the event drew to a close, volunteers served dumplings—a traditional first-day-of-dog-days dish. “Gathering together like this makes us feel the warmth of society’s big family,” said Mr. Li, a blind participant. “It not only drives away the summer heat but also warms our hearts.”

Delivering Coolness: Household Visits with Relief Supplies

On July 15, volunteers from Xinmin City’s service team visited disabled households, bringing practical summer items such as mosquito repellent, medicated balm, sulfur soap, and disinfectant wipes. “Thank you so much for coming to see us in this heat and bringing these useful supplies,” said one resident emotionally, holding a volunteer’s hand.

Volunteers also asked about residents’ health and daily needs, shared heatstroke prevention tips, and reminded families to check household gas and electricity safety during flood season.

Delivering Health: Medical Services at the Doorstep

On July 16, volunteers in Faku County, together with medical staff from Jixiang Subdistrict Health Center and Sanmianchuan Village’s second clinic, visited severely disabled residents in Yinibaozi and Sanmianchuan towns. They conducted health checks—blood pressure, lung and heart exams, and basic screenings—while offering summer care advice and chronic disease management tips. For bedridden patients, staff trained caregivers on daily nursing skills to prevent bedsores and complications. “These home visits solved a huge problem for us,” said one family member.

Delivering Support: On-Site Agricultural Guidance

On July 11, the Liaozhong District Disabled Persons’ Federation, together with Liaoning Xinda Guang Agricultural Technology Co., Ltd., organized experts to visit tomato, blueberry, and peach production bases. They inspected the fields and gave hands-on guidance:

“On hot days, open greenhouse films earlier and close them later for ventilation and humidity control.”

“Remove lower old leaves to clear airways; trapped humidity will lead to gray mold.”

“The experts came just in time! We were worried about coping with flood season and the hot, humid weather,” said Song Xiulan, head of a tomato base, with relief.

Next Steps, the Shenyang Disabled Persons’ Federation will continue monitoring the living conditions of disabled residents during high summer temperatures and provide timely assistance. A Federation official stated:

“We will keep improving the ‘Four Deliveries’ program, enhance service capacity, and innovate service methods. Our goal is to deliver coolness, health, warmth, and care so that every person with disabilities feels society’s respect and compassion, and so that their happiness and sense of fulfillment are truly enhanced.”
